As regards the 3rd paragraph of your letter, I desire that it may be distinctly understood that I am not asking for any additional remuneration from the Government on account of the work. So far as the Government is concerned, I have hitherto performed, and shall continue to the best of my ability to perform, my duties connected with the Praya Reclamation. The grounds on which I base my claim for an allowance from the Praya funds are that, owing to the peculiar conditions under which it has been decided to carry out the Praya Works, not only the ordinary duties as Engineer to Government devolve on me, but also the work and responsibility which are usually attached to the Engineers, Agents, and Agents of the Contractor. The reasons assigned for the non-employment of skilled contractors are based on motives of economy.
According to the Praya Ordinance, the cost of construction, including Engineering superintendence, is borne by the Lot holders, and it therefore appears to me right and reasonable, taking into consideration the exceptional work and responsibility which must devolve on the Engineer,
